Family Members - English Language requirements
Family members who are included in your application and over 18 years of age must provide evidence of their current level of English. If they cannot evidence a Functional level of English then you will be required to pay a second installment visa application charge. This payment will entitle them to English language tuition in Australia to achieve functional English language ability.

International English Language Testing System examinations are available worldwide and further information is available on their website http://www.ielts.org/
From 1 September 2007 the Department of Immigration will consider any IELTS taken in the 24 months prior to the date the visa application was lodged, to be valid
